Democracy Must Be Renewed amid Growing Global Strains, Secretary-General Tells World Forum
Following is UN Secretary‑General António Guterres’ message for the fourteenth World Forum for Democracy, held in Strasbourg, France, from 4 to 6 November:
Democratic governance has helped deliver freedom and dignity to billions across the globe. But it is far from universal, and in many places, it is under growing strain.
Civic space is shrinking, disinformation is spreading and power is shifting from States to a handful of private corporations. At the same time, conflicts, climate shocks and inequality are testing whether Governments can keep their promises to their people.
These challenges have led many citizens to disengage, unsure of whether their votes matter or if their leaders care. Many others, however, are taking a stand.
The choice before us is rupture or renewal. We must seize this moment to create effective, accountable institutions that respect human rights and ensure the meaningful participation of women and youth. We must also act quickly to govern artificial intelligence so it strengthens rather than undermines democracy.
I welcome the Council of Europe’s New Democratic Pact for Europe and call on all countries to accelerate progress on Sustainable Development Goal 16 — a cornerstone of the entire 2030 Agenda.
Like many others who grew up under dictatorship, I know democracy is never a given: It is something we build and sustain together. I urge you to use this Forum to recommit to peaceful, just and inclusive societies, and a future where all people, everywhere, are empowered, safe and heard.
