Ірина Мудра: Важливо спільно прагнути зміцнити гендерну рівність й рівноправну участь жінок у політичному та громадському житті
Заступниця Міністра юстиції України Ірина Мудра взяла участь у відкритих дебатах Ради Безпеки ООН на тему «Участь жінок у підтримці міжнародного миру і безпеки: від теорії до практики» та виступила з промовою від України. Темою обговорення була участь жінок у процесах забезпечення міжнародного миру та безпеки. Зокрема, під час робочої зустрічі обговорювалися питання імплементації Резолюції Ради Безпеки ООН 1325 про жінок, мир і безпеку (прийнята РБ ООН 31 жовтня 2000 року).
Цей захід відзначив річницю ухвалення Резолюції ООН 1325, яка спрямована на забезпечення повного та рівноправного представництва жінок та їхньої участі на всіх рівнях та в усіх етапах процесів встановлення миру: запобігання конфліктам, захист прав жінок та дівчат під час та після конфлікту, задоволення особливих потреб жінок та дівчат в зв'язку з репатріацією, переселенням, реабілітацією, запобіганням сексуальному насильству, пов'язаному з конфліктом, та реагуванням на таке насильство, відповідно до Резолюції РБ ООН 1325 та наступних резолюцій з порядку денного «Жінки, мир та безпека».
В минулому, протягом 2000-2001 року, Україна долучилася до розробки та прийняття Резолюції 1325 як обраний непостійний член Ради Безпеки ООН.
Враховуючи обставини сьогодення, згадані теми є надзвичайно важливими в контексті руйнування гендерних стереотипів в умовах продовжуваної збройної агресії Росії.
«Важливо спільно прагнути зміцнити гендерну рівність й рівноправну участь жінок у політичному та громадському житті», - зазначила Ірина Мудра.
З метою виконання Порядку денного «Жінки, мир та безпека» на національному рівні, держави-члени заохочуються до прийняття Національних Планів Дій, щоб втілити у дію згадану Резолюцію та наступні резолюції і забезпечити відповідальність за їх виконання на національному рівні. Наразі, Україна реалізує другий Національний план дій на виконання резолюції РБ ООН 1325 (змінений та оновлений у грудні 2022 року з урахуванням поточних потреб в умовах повномасштабної російської агресії). Він передбачає те, що в умовах поточної війни в Україні, жінки мають право брати участь у мирних та переговорних процесах, а також у процесах відновлення, реконструкції й відбудови країни.
Разом з тим, наголошувалося на потребі ефективного запобігання та реагування щодо всіх форм статевого та гендерного насильства і дискримінації. Під час Найробського саміту щодо Міжнародної конференції з питань народонаселення (ICPD), Україна зобов'язалася до 2030 року сприяти припиненню статевого насильства за гендерною ознакою та ліквідації всіх форм дискримінації щодо жінок та дівчат. З метою досягнення зазначених цілей, Уряд України удосконалив законодавство у сфері запобігання та протидії насильству у відповідності до європейської практики, зокрема було імплементовано Конвенцію Ради Європи про запобігання насильству стосовно жінок і домашньому насильству та боротьбу із цими явищами (Стамбульська конвенція).
«Ми закликаємо всі договірні держави сприяти захисту прав жінок й забезпеченню повноцінних, рівноправних й безпечних умов участі жінок у всіх етапах процесів із забезпечення миру та безпеки», - додала заступниця Міністра юстиції.
Iryna Mudra: It is important that we unite in our call for increasing gender equality and women’s full and equal participation in political and public life
Deputy Minister of Justice of Ukraine Iryna Mudra spoke at the Security Council Annual Open Debate on «Women’s Participation in International Peace and Security - From Theory to Practice». The main topic of the discussion revolved around the participation of women in processes related to international peace and security. In particular, the meeting addressed issues related to the implementation of UN Security Council Resolution 1325 on Women, Peace, and Security, which was adopted on October 31, 2000.
This event marked the anniversary of the adoption of UN Resolution 1325, which is aimed at ensuring the full and equal representation of women and their participation at all levels and stages of peace building processes, including conflict prevention, the protection of women’s rights during and after conflicts, meeting the specific needs of women and girls related to repatriation, resettlement, rehabilitation, prevention of conflict-related sexual violence, and responding to such violence, in accordance with UN Security Council Resolution 1325 and subsequent resolutions on the «Women, Peace and Security» agenda.
In 2000-2001, Ukraine was involved in the development and adoption of Resolution 1325 as an elected member of the UN Security Council.
Given the current circumstances, the topics discussed are of utmost importance in the context of challenging gender stereotypes in the face of ongoing armed aggression by Russia.
«It is important to collectively strive to strengthen gender equality and the equal participation of women in political and public life,» noted Iryna Mudra.
To implement the «Women, Peace, and Security» agenda at the national level, member states are encouraged to adopt National Action Plans to operationalize the aforementioned Resolution and subsequent resolutions, ensuring accountability for their implementation. Currently, Ukraine is implementing its second National Action Plan for the implementation of UN Security Council Resolution 1325. This plan was amended and updated in December 2022 to address current needs, also taking into account the full-scale Russian aggression. It recognizes that, in the ongoing war in Ukraine, women have the right to participate in peace and negotiation processes, as well as in the country's recovery, reconstruction and rebuilding processes.
At the same time, there was an emphasis on the need for effective prevention and response to all forms of sexual and gender-based violence and discrimination. During the Nairobi Summit on the International Conference on Population and Development (ICPD), Ukraine committed to promoting the cessation of gender-based sexual violence and the elimination of all forms of discrimination against women and girls by 2030. To achieve these goals, the Ukrainian government has improved its legislation on the prevention and fighting of violence in line with European practices, including the implementation of The Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention).
«We urge all Member States to continue to protect and promote women’s human rights and ensure the full, equal and meaningful and safe participation and leadership of women in all aspects of peace and security,» added the Deputy Minister of Justice.
